Under normal circumstances, the Crown was entrusted by the Constitution of the Netherlands with the “high administration” over the Dutch East Indies, while the “general administration” of East India was entrusted to the Governor General. Given that the Japanese occupation of Dutch East India, both the Supreme Administration and the General Administration of Indian Affairs (both in Dutch and western India) is the responsibility of the Dutch government in exile, which, with the advice of various agencies such as; Van Mook-MacArthur Civil Affairs Agreement was an agreement between the United States and the Dutch government in exile. This involved the jurisdiction and management of civil affairs in the Dutch region of eastern India, liberated by an Allied expeditionary force during World War II. The first post-war political planning agreement on Japan and the Japanese-controlled territories between the United States and the Netherlands was signed in London on May 16, 1944. It was agreed that Allied troops in the liberated areas should be used for NICA`s administrative tasks, but due to political conflicts with the US State Department – which wanted to force the Netherlands to commit to a date of independence or full autonomy of the colony, in accordance with the Atlantic Charter signed by the Dutch government – it was until 10 December 1944 until the parties (Hubertus van Mook and Douglas MacArthur) signed the agreement Van Mook-MacArthur on civil affairs. Its main provision was that the territories recaptured by Allied troops would return to Dutch rule through the Dutch Civil Administration of Indies (NICA). [3] And the DUF`s civil affairs serve as an interface between the force and local communities on the ground. It ensures that confidence-building measures are taken to support the Force`s return to full operational capability on Bravo`s side, in accordance with its mandate-based activities, which are made possible by recent improvements in the security situation. This is why UNDOF is implementing rapid-effect projects (PPQs), which mainly include outreach activities and rehabilitation assistance for structures affected by explosive war delays in local communities.
The projects are designed to help promote an environment conducive to the performance of the Force`s mandate and to ensure the safety of its personnel.
