There is no limit to the value of a call assigned under the terms of a framework agreement, so in theory only one call using the total available value could be assigned. However, the objective of a framework is to simplify the process of awarding multiple contracts, so that it would normally make no sense to award calls that have consumed a significant portion of the capacity of this Agreement. A framework agreement defines the conditions under which call contracts are awarded. It is possible to complete the general conditions, i.e. to provide a more detailed specification, but it is not possible to completely modify the GTC, as proposed here. It is important to understand that a framework contract is not an approved list of suppliers. I would recommend that, in creating a framework that is worthwhile, they keep their rather modest scale in relation to the participants while maintaining some flexibility. The limited research conducted in this area shows that you do not need a huge volume of business to get the best discounts, that is, the discount level increases quite quickly and then plateau. It is unlikely that the Authority will have an obligation to use the framework, which allows them to award contracts to suppliers who are not parties to the framework, but to do so, they would almost certainly have to issue a full call for tenders.
