The Government of Mongolia recently signed an agreement with the Green Climate Fund (GCF) to grant the organization privileges and immunities. The agreement was signed at the National Forum of the Starting Contribution (NDC), organized by the government of Ulabaatar. In accordance with a decision of the Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC), governments recommended that parties to the UNFCCC conclude bilateral agreements with the GCC with immediate privileges and immunities consistent with those of other international organizations, including the United Nations system. To date, GCF has signed agreements with 23 countries, including Mongolia. Both the NNNDs of Mongolia and Thailand contain adjustment elements related to other multilateral environmental agreements. Tserenbat Namsrai, Minister of Environment and Tourism and Chair of the National Committee for Climate Change for Mongolia, said: “This agreement is part of the Government`s support for the implementation of the Paris Agreement, as set out in our updated national contribution announced today. By exempting GCF funds from national taxation, the agreement ensures that more funds are directly transferred to project beneficiaries. The adaptation component of UNDP informs that Thailand`s National Adaptation Plan (NAP) indicates the links between climate change adaptation under the UNFCCC and other conventions and agreements, including the United Nations Convention to Combat Desertification (UNCCD), the Convention on Biological Diversity (CBD), the SDF, the Final Framework for Accident Risk Reduction (RRD) 2015-2030 was considered. .
